According to the Veritas B-school Analyzer, increasing your GMAT score from 650 to 690 will put you in the trans elite – near elite school range. Going north of 700 puts you in ultra elite – elite frontier.
This is a very rough estimator, but a good motivator.

I think that is a very very simplistic way to look at it. The more important aspect is what pool of applicants are you competing against. In some pools a 650 will be just fine if allied with other great experiences. However, in some of the more competitive pools a 650 would be a non-starter.
Just apply! Don’t get too obsessed with the stats b/c I know the adcoms weigh other factors (letters of rec, YOUR essays) that will undoubtedly make you unique. I think aiming for the 80th percentile of your target Bschool is wise. Check out the Interview with Clear Admit link on my page.
I think this is just too simplistic a way to look at things. I have seen people who have differentiated and “marketed” themselves well being selected to big names at 650. while GMAt remains to a certain extent an exclusion criteria, these artificial scales should be used ony as you have written – a motivating force
I’m a mid 600 who’s in at Kellogg.. so, it really depends on how well you execute the whole application
